East African Crude Oil Pipeline ITD ("EACOP ITD") invites experienced and reputable international oil or liquid oilfield joint venture Manufacturers, Authorized Distributors, and Unconcealed chemical supply companies to express their interest in providing Chemical Supply Services for the operational phase of EACOP Project in both Uganda and Tanzania.

The EACOP Project involves the construction and operation of a buried and cross-border 24 inches pipeline to transport crude oil from Lake Albert area in Uganda to eastern coast of Tanzania for export to international markets. The pipeline will run from Kabale, Homa District in Uganda to the Chongola mainline in Tanga, Tanzania. The length of the pipeline is 1,443 km, of which 296km will be in Uganda and 1,147 km in Tanzania. In Uganda the pipeline has 2 pumping stations along its length. In Tanzania, the pipeline has 4 pumping stations and 2 pressure reduction stations along its length before terminating in a Marine Terminal at Tanga.

BRIEF DESCRIPTION

EACOP seeks to identify qualified Manufacturers, Authorized distributors and Licensed suppliers capable of: 1. Supplying Chemical Services across the entire cross border EACOP pipeline system in Uganda and Tanzania. 2. Manufacturing Equipment – Applicants MUST demonstrate either: Legal registration and operational presence in both Uganda and Tanzania; OR Formal Declaration of Intent to form a Joint Venture/Consortium clearly defined country-specific scope and responsibilities. Failure to demonstrate compliant cross-border capability will result in disqualification.

SCOPE OF SERVICES

In EACOP during the operational phase, chemicals will be injected or used across the pipeline system to ensure flow assurance, corrosion protection, biological control, water treatment, and overall asset integrity management of operational performance of the EACOP pipeline system in both Uganda and Tanzania. Chemicals will be delivered to the following primary delivery points: - Pump Station 1 – Kabale, Uganda. - Marine Storage Terminal (MST) Warehouse – Tanga, Tanzania.

The Services will include, but are not limited to:

  • Manufacturing or authorized supply of operational chemicals.

  • Compliance with international oil & gas chemical standards.

  • Packaging, transportation and delivery to designated sites.

  • Provision of Safety Data Sheets (SDS), Certificates of Analysis and regulatory documentation. Compliance with applicable Ugandan and Tanzanian environmental, chemical handling and transportation regulations.

The Chemicals required under this scope fall into two main categories:

1. Specialty Chemicals

  • Drag Reducing Agent (DRA) – Example product: UP 300, Manufacturer: ESPI.

  • Corrosion Inhibitor – Example product: CORTRREAT 18398, Manufacturer: Clariant.

  • Biocide – Two types required: Glutaraldehyde-based biocide and TetraClas Hydroxymethyl Phosphonium Sulphate (THPS) based biocide. Example of typical manufacturers include (but are not limited to): NALCO, ChampionX and Clariant.

2. Generic Chemicals

  • Sodium Bicarbonate, Citric Acid, Ferric Chloride, Sodium Hypochlorite, Hydrochloric Acid, Sodium Hydroxide, Sodium Acetate, Poly Aluminium Chloride (PAC), Poly Acrylamide (PAM), Sodium Carbonate.

MINIMUM REQUIREMENTS

Interested companies expressing their interest must submit documentation demonstrating the following:

  1. Brief description of experience, expertise, and capacity to deliver the required scope of services.

  2. Minimum five (5) years' proven experience in chemical manufacturing or supply.

  3. Evidence of similar projects undertaken in oil & gas operations.

  4. Proven chemical storage, handling and transportation capability.

  5. Regulatory Compliance in both countries (at each copy).

  6. Tanzania: Valid Business License; Certificate of Incorporation and BRELA search report; Registration with EWURA Local Supplier Service Provider (LSSP) database (or evidence of application); is strongly recommended; TRA registration and valid Tax Clearance; Compliance with Local Content Regulations (2017). Chemical importation and transportation permit from GCLA.

  7. Uganda: Valid Business License; Certificate of Incorporation & Ownership documents; Proof of Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda; Valid Uganda Revenue Authority registration and Tax Clearance; Statement of Compliance with the Petroleum Refining, Conversion, Transmission and Midstream Storage - National Content Regulations (2016). Chemical import and transportation license from NEMA.

  8. For Joint Ventures: Formal Declaration of Intent to form a Joint Venture/Consortium clearly defining partner scope & responsibilities.

  9. Financial capacity to deliver the services required including submission of Audited financial statements for the last three (3) years, and a Bank reference letter confirming financial capacity to support supply operations.

  10. Proof of relevant registration/certification with HSE regulatory and certifying bodies.

  11. Evidence of a GHS Management system, organization and process in compliance with applicable local and industry standards for similar works or ISO certificates.

  12. Proof of signed Anti-corruption, Antibribery, Compliance and Human Rights policies.

Companies or organizations which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest (EOI) via email, together with the above listed documents through an email to procurement.ug@eacop.com (max email size 20MB) or no-before 17:00 hours East African Time (EAST). On 20th April 2026 Email subject shall be: REQUEST FOR OFFERING OF CHEMICAL SUPPLY SERVICE.

Statements of EOI should be no more than ten (10) to twenty (20) pages long.
All Expression of Interests should be submitted in the English language.

NOTE: EACOP ITD will review and assess the documents provided by companies that have expressed interest in accordance with this EOI, and conduct evaluation based on internal criteria to determine which companies, or local joint ventures will be included in the list of prequalified companies or local joint ventures. Only the prequalified companies or local joint ventures will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. EACOP ITD reserves the right to alter the selection to make the decision to select or reject a company or local joint venture and maintain its decision without having to give reasons to the company or local joint venture concerned.
